@CynicalPublius It's not even merit. From O-1 to O-4 it is time, for O-4 to O-6 it is having basic prereqs, having a successful deployment and XO tour, specialized command school, Shore/Land tour and then a CO tour. Just don't f*** up big time and you are guaranteed O-6.
