Globally, an estimated 1.3 to 1.5 billion eligible voters do not participate in elections. They are the missing voters.
The missing voter is the eligible citizen who never registers. It is also the registered citizen who stays home. Together, they are one of the largest untapped constituencies in global politics.
Political campaigns keep investing in persuading people who already vote. Almost no infrastructure exists for the people who have stopped participating entirely.

Africaโs Missing Voice at the Worldโs Political Campaign Awards
This year I had the privilege of serving as the only African jury member at the Polaris Awards, adjudicating the Election Tactics category. It was also an honour to present the award to some of the worldโs most innovative campaign practitioners.
As I reflected on the experience, one statistic was impossible to ignore.
Africa recorded zero submissions.
A continent that holds, on average, around ten national elections every year was absent from a global platform celebrating innovation in political campaigning.
That should concern all of us.
Africa is not short of elections. It is not short of political competition. It is certainly not short of campaign stories. Yet we continue to be consumers of global campaign knowledge rather than contributors to it.
This is precisely why the work of the International Centre for Political Campaigns has become so important.
Over the past few years we have deliberately invested in building an African ecosystem for political campaigns. From establishing the continentโs first executive course on political campaigns, to convening the International Political Campaign Expo, to developing African campaign research, tools and global partnerships, our ambition has never been simply to participate. It has been to ensure that Africa shapes the future of political campaigning.
Being invited to serve on the Polaris jury was not merely a personal honour. It was recognition that African expertise has earned a seat at the global table.
The next challenge is far bigger.
We must encourage African political parties, campaign professionals, consultants, researchers and innovators to document, measure and showcase their work. Our campaigns should not only influence elections at home; they should influence campaign practice across the world.
The absence of African submissions this year should become the catalyst for African excellence next year.
The narrative is beginning to shift. ICPC is proud to stand at that intersection where Africa moves from observing global best practice to defining it.
