In hospitals, we need to have –
1. Casualty
2. Out Patient Departments (OPDs)
3. Casualty where OPD treatment like vitamins is given, as the patient is known to a dumb minister who likes walking around with a camera and telling people how to stand and speak.

Or, someone teaches the Goa Health Minister the basics of hospital functioning.
