It's "unobstructed pavement of sufficient width", not the number of lanes that's relevant. If you are stopped taking a left and they can get around you without going off the road, they have the right of way.
@OhioTate You're missing an important piece of information. If the person overtaking stays on the paved road, it's legal and they have the right of way (turner's fault). If the person goes onto a sidewalk or unpaved portion, it's an illegal overtake.
