I arrived in the Philippines and met with President @BongBongMarcos for the first time in the history of our bilateral relations.

I am grateful to the Philippines for supporting Ukraine's sovereignty and territorial integrity, for its clear position on Russia's aggression against our country, and for supporting important UN resolutions. Ukraine intends to open an embassy in Manila this year to strengthen bilateral cooperation.

We discussed the inaugural Global Peace Summit and the importance of Southeast Asian countries being represented there. I am pleased that the Philippines will participate in the Summit.

We also talked about bilateral cooperation, particularly Ukrainian agricultural exports to the Philippines.

The War Powers Resolution of 1973 requires the President to notify Congress within 48 hours of introducing U.S. armed forces into hostilities or certain other situations abroad. The President's letter to Congress satisfies this requirement.

Second, the letter states that the President is prepared to use military force again in the future if necessary to defend U.S. personnel and interests in the region. This is a warning to Iran and its proxies that the United States will not tolerate attacks on its forces or citizens.

The letter's statement that the United States is "prepared to take further Action, as Necessary and Appropriate, to address further Threats or Attacks" is a standard phrase that has been used by previous presidents in similar circumstances. It does not mean that the President is planning to launch a full-scale war against Iran or its proxies. However, it does mean that the President is prepared to use military force again if necessary to defend U.S. personnel and interests in the region.

The President's letter to Congress is a reminder that the United States remains committed to protecting its personnel and interests in the Middle East, even as it seeks to withdraw its troops from the region. It is also a warning to Iran and its proxies that the United States will not tolerate attacks on its forces or citizens.
