Yet literacy rates are decreasing, drop out rates are increasing. You can't force children to learn in a failed public school system when there are better forms of education out there these days.

They don't learn much from the actual school, in fact I would argue they unlearn how to be human and curious. Students are trained to be obedient and uniform in school, not critical thinkers.
