As long as there is no formal acceptance of this practice, the Vatican will always look the other way and continue to allow progressive parishes a great leash.

Also—to my knowledge—the SSPX is not the one holding discussions hostage by stating it will go ahead with consecrations despite the pleas from Rome.

Rome simply didn’t honor several meeting requests before the consecrations notices were made public. These requests started in August 2025.

And now since the consecration notice has been made public, they have put conditions on the meeting.

This is the same Ratzinger stalling tactic of 1988.
