Here's 3 points:

1. God wants no one to have a reason for boasting (see 1 Corinthians 1:29, Ephesians 2:9).

2. If you are made right before God by your works, it gives you a reason to boast (see Romans 4:2).

3. Therefore, you are not made right before God by your works.

God declares that His Word never returns empty and always accomplishes exactly what He sends it to do. That means the gospel is never ineffective.
When it's preached, it either softens hearts and brings life to those He saves, or it hardens and leaves others without excuse. The same sun that melts wax hardens clay. God's Word succeeds every time, either as the aroma of life to those who believe or as a witness of judgment to those who reject it. It never fails and it fulfills His purpose perfectly
