No where does it talk about APPROVED visa needing Administrative processing. If the CO refuses the visa under 221g it goes into administrative processing.
Quote: "In such cases, refused visa applications warrant further administrative processing."

1/9 In 2022, the H-1B US Work Visa acceptance rate was 23% for undergraduates and ~39% for advanced degree holders. If that wasn't bad enough, even after you get accepted, if you're Indian, actually going home isn't possible because there's ZERO appointments!
