All the ridiculous prattling from California Democrats about "disinformation" and "democracy" would carry a lot more weight if they did a single thing to try and increase the integrity of their elections.
But they don't, they mock the idea, and then mock you for questioning it
The reason why Raman got the ballots over Bass is that activists go to homeless shelters and slums and walk out with hundreds of ballots each time. And it's not clear if the people on the ballots really filled them out, or when they arrived. But the people who do this are far left, and so the ballots are breaking for Raman. They probably don't make much money to do it, they're just that dedicated to this city's destruction
Raman herself probably didn't know how many of those people there were looking out for her, though ultimately she's happy to accept the support
California's system will become every blue state's system, and the purple states too, unless it is dismantled at the federal level
The most plausible form of fraud is NGO operators casting ballots received on behalf of homeless people.

- They would naturally wait until the last opportunity to cast it themselves
- It can’t be detected

You know this is a scam because Bass isn't benefiting from these late ballots in the same manner that Raman is
If this was simply "Democrat-leaning ballots are more likely to come in late" then she should be gaining too
If you disclaim even the possibility of mass fraud looking at this graph and accounting for California's incredibly lax-by-design approach to election security, you're simply not being honest. This graph is hugely suspect and the system is such that there's very little way to even investigate the matter.
There are a lot of well-moneyed interests in Los Angeles threatened by the Spencer Pratt campaign
