@lemire These are guides for concrete injection - the tied off tubes. This is how you fix the concrete roof (from 1966!) without shutting down the subway all day. This station is in phase 2 of a multi-billion dollar reno. This is what finished sections of the exact same stop look like.

Their rating is high, the debt is serviceable at 2.3% of tax load, and the majority of that debt is municipal bonds issued by the state to build and repair infrastructure - you know, an investment. If they weren't giving so much to the fed it would take 5 years to pay off.
