15 साल से अधिक की निष्ठापूर्ण सेवा के बावजूद - प्रमोशन नहीं, अपनी ही फोर्स को लीड करने का अधिकार नहीं। क्योंकि सभी शीर्ष पद IPS अफसरों के लिए आरक्षित हैं।

यह सिर्फ एक अफसर की पीड़ा नहीं - यह लाखों CAPF जवानों के साथ हो रहा संस्थागत अन्याय है।

ये जवान सीमाओं पर तैनात रहते हैं, आतंक और नक्सलवाद से लोहा लेते हैं, लोकतंत्र के उत्सव चुनावों को सुरक्षित बनाते हैं। लेकिन जब इनके अधिकार और सम्मान की बात आती है, तो व्यवस्था मुँह फेर लेती है।

खुद CAPF के जवान इस भेदभाव के विरुद्ध हैं। सुप्रीम कोर्ट तक ने इस व्यवस्था पर सवाल उठाए हैं। फिर भी, वर्तमान सरकार इसी अन्याय को कानूनी रूप से स्थायी बनाने पर आमादा है।

यह विधेयक केवल एक करियर रोकने का प्रयास नहीं - यह उन लोगों का मनोबल तोड़ने की कोशिश है जो देश की पहली रक्षा पंक्ति हैं। और जब उनका मनोबल टूटता है, तो राष्ट्रीय सुरक्षा की नींव हिलती है।

हम CAPF के जवानों का सम्मान सिर्फ शब्दों में नहीं, नीतियों में करते हैं। कांग्रेस का साफ वादा है - हमारी सरकार आते ही यह भेदभावपूर्ण कानून समाप्त होगा। क्योंकि जो देश के लिए लड़ता है, उसे नेतृत्व का अधिकार मिलना ही चाहिए।

@AmitShah @ParliamentOfIn we are not against you tabling this #bill. Go ahead.
But if you truly believe in fairness, then make #deputation a two-way reality, not a one-sided privilege.
Let #CAPFofficers go into #IPS with real opportunities—at least #50%deputation from #AC level onward.
And equally—let #IPSofficers come into #CAPFs not just at the top, but start from the ground as well.
Let them serve as #AssistantCommandant, #DeputyCommandants, #2ndincommand, #Commandant—lead troops, face field realities, earn that command.
#CAPFs are very liberal and are even ready to open 50% of AC/DC/2IC/CO level positions for this—
but it must begin from the starting level, not #parachutedleadership.
Because leadership is not a chair,
it is experience.
If #CAPFofficers must prove themselves from the ground up,
then #IPSofficers should too.
Do this—and you won’t just pass a #bill,
you’ll deliver justice.
Only then will it truly feel that the system is fair,
