Donald Trump has signed an executive order that would punish countries for supplying oil to Cuba, escalating an illegal, decades-long attempt by the US to strangle the island nation’s economy.
Under the new order, issued Thursday, any country can be hit with tariffs if it “directly or indirectly sells or otherwise provides any oil to Cuba”, though it does not specify how high the tariffs would be.
Trump also declared the so-called threat from Cuba a “national emergency” and accused the country of “policies, practices, and actions… designed to harm the United States.”
Those actions include support for “hostile countries, transnational terrorist groups, and malign actors,” the executive order said.
Cuba is among the most tenacious and long-lasting opponents of US imperialism, and has perhaps been the most successful at enduring aggressive policies from successive administrations aiming to install a compliant government there.
The US has imposed a blockade on Cuba with varying intensity since the early 1960s, creating shortages of food, medicine and fuel while badly damaging the economy.
“The US regime is waging an extreme campaign of economic terrorism to try to destroy Cuba,” Ben Norton, editor of the Geopolitical Economy Report, wrote on X on Friday.
Despite the blockade, and with help from non-US allies, Cuba has developed a world-class healthcare system that many argue is better than that of the US, not least because Cuba’s is free at the point of use.
Cuba also has a highly ranked, completely free education system and a 100% literacy rate. In the US, where higher education has burdened millions with crippling debt, the literacy rate is 79%.
The Trump administration has for weeks been pressuring Mexico, a major oil supplier to Cuba, to halt shipments, which last year averaged about 20,000 barrels a day.
It appears the pressure is working. Mexican president Claudia Sheinbaum has confirmed that state oil firm Pemex has paused shipments, though she insisted the company will continue to fulfil its contractual obligations to Cuba and may offer oil for humanitarian reasons.
