If you look at this map in terms of economics and not race , every one of those districts incorporates a near by city that the rural voters would use if say going shopping ect. And every district is a mix of rural and urban with the exception of the blue areas. And the people in the blue area have nothing to do with the red areas.

The skinny districts at the top combine rural with suburban areas. Each of them are very similar to one another. The tail at the bottom I think is trying to incorporate Columbus a mid size town with rural areas. Each of these areas does a good job of combining a city with rural communities.
