Global governance will matter, but agent governance ultimately has to become executable at runtime.

An autonomous agent operates through identities, permissions, tools and delegated authority. Governance therefore needs mechanisms for defining those boundaries, observing their use and revoking them when necessary.

Principles can be global. Authority has to be enforceable where the agent acts.
