There are plenty of historical examples where a kings behavior DOES make the rule but even in this case the general consensus is that it might not have been "the norm" but it was quite "accepted".

@DavidB69571 @JamesSurowiecki Partial vindication perhaps. They were still in violation of department policy and procedures by standing in front of the vehicle. They wont be punished of course, but not because they weren't in the wrong.
