🚔 U.S. authorities took action against China-based entities involved in the fentanyl trade.

The Department of Justice (DOJ) unsealed eight indictments related to fentanyl and methamphetamine production, synthetic opioid distribution, and crypto-facilitated sales of precursor chemicals.

🚨📰BREAKING: Interim House Speaker Patrick McHenry Pushes Stablecoin Regulation

✅ U.S. House Financial Services Committee Chair Patrick McHenry expressed his determination to pass stablecoin regulation during a Zoom meeting organized by Circle, a stablecoin issuer

✅ The Clarity for Payment Stablecoins Act of 2023, authored by McHenry, aims to create a regulatory framework for payment stablecoins

1⃣ Defining stablecoins and establishing a clear regulatory framework for their issuance and operation;

2⃣ Stablecoin issuers must obtain licenses from state regulators and ensure compliance with their relevant rules, as well as calling for supervision and reporting requirements for stablecoin issuers;

3⃣ Issuers must maintain reserves equal to the value of the stablecoins in circulation, held in a manner that ensures the stability and liquidity of the stablecoin;

4⃣ Consumer protections requiring stablecoin issuers to disclose relevant information about the stablecoin, including its underlying assets, reserve holdings, and any potential risks, as well as establishing mechanisms for resolving disputes and addressing consumer complaints;

5⃣ Stablecoin issuers must implement robust AML and KYC procedures;

6⃣ And a need for coordination with international regulatory bodies and standards to ensure consistency in the global stablecoin ecosystem

✅ A government shutdown was narrowly avoided with a short-term funding deal, providing funding until November 17 and allowing McHenry's stablecoin bill to carry more weight

✅ McHenry emphasized the bill's intent to "protect consumers" while fostering innovation through tailored regulation for newcomers (trade freedom for safety)

✅ The bill faced debate and objections from Democrats during a markup session in the House Financial Services Committee but was advanced to a full House floor vote with bipartisan support

✅ Democrats raised concerns about state regulators' power to expand the list of suitable stablecoin reserve assets and the bill's limited involvement of the Federal Reserve

✅ McHenry cautioned that the legislative process is traditionally slow, tempering expectations of swift enactment
