Maj-Gen Leseja Senona's suspension led to one of his subordinates - Brigadier Zenobia Mulligan - taking over.
She joined the provincial office about three years ago to head Corporate Support Services.
Among other things, the senior officer was responsible for financial management and supply chain management.
But she seemingly can't manage her own household finances, piling on debt of several hundred thousand rands.
Mulligan has defaulted on loan repayments and has combined arrears of over R650 000 with her husband.
The DPCI has ignored all requests for comment on what vetting processes were followed during her appointment.

Former NPA prosecutor Siphokazi Magangana has been sentenced by the Roodepoort Regional Court to an effective seven years’ direct imprisonment after pleading guilty to corruption and money laundering.
Magangana admitted that in August 2022 she solicited R10 000 from two individuals, falsely promising to help them secure positions as a public prosecutor and aspirant prosecutor.
The money was paid into a third party’s bank account to conceal the proceeds of the crime.
She was arrested following a complaint, with the investigation led by the Organised Crime Unit.
Under a plea and sentence agreement, she received seven years for each corruption charge and three years for each money laundering charge, with all sentences running concurrently.
The former prosecutor, who joined the NPA in 2020 and later resigned, has remained in custody since her arrest.
The NPA said the case highlights its commitment to rooting out corruption within the criminal justice system.
