Median PhD length is 5-6 yrs, so most would have to extend. It's retroactive, applying to existing students and those incoming Fa26.
I predict a sharp decrease in foreign PhD student matriculation. It's hard to know what the odds of extension denial are because there are so few details, and being denied an extension means throwing away 4 years of work. I predict top foreign talent wouldn't take that risk given other options.
Overall: I think this is a pretty bad self-goal. America's dominance over the years has relied in part on being a tech innovation powerhouse, which is enabled by attracting top talent. Gambling our tech dominance is a national security risk.
If our goal here is to stop student visa abuse, a couple possible alternatives that come to mind:
* Crack down more on universities with poor track records of student abuse, rather than scaring away students from every university.
* Carve-outs for doctoral study, especially in STEM.
