Iran's Rights in the Caspian Sea Are Not Negotiable.

The Islamic Republic, amid profound structural weakness and a deep crisis of legitimacy, is seeking to advance and implement the Convention on the Legal Status of the Caspian Sea (the Aktau Convention). This effort, undertaken without the mandate of the Iranian people and without a clear and comprehensive guarantee of Iran's historic rights, is deeply concerning and constitutes a serious threat to Iran's national interests.

Under the 1921 and 1940 treaties between Iran and the Soviet Union, the legal regime governing the Caspian Sea was founded on the parties' shared rights and the principles of mutual agreement and common interests.

Following the dissolution of the Soviet Union, the newly independent states reaffirmed, in the Alma-Ata Declaration (December 1991), their commitment to the treaties of the former Soviet Union and to fulfilling the international obligations arising from those agreements through the successor states.

Accordingly, any fundamental change to the legal status of this strategically vital body of water must be made with the agreement of all littoral states and with full respect for Iran's rights.

However, the Aktau Convention provides for the conclusion of bilateral and multilateral agreements among the littoral states concerning portions of the seabed and subsoil of the Caspian Sea, areas that were previously part of the shared waters of Iran and the Soviet Union.

This sets a dangerous precedent. By circumventing the principle of consensus among all littoral states, it effectively weakens Iran's historic position and diminishes the country's role in determining the future legal status of the Caspian Sea.

Since the signing of the Aktau Convention in 2018, I have repeatedly warned that "national interests cannot be safeguarded from a position of weakness." At the time, I also stressed that the criminal clique ruling the Islamic Republic sacrifices the interests of the Iranian nation and homeland for its own survival, and that its foreign policy repeatedly resorts to concessions and appeasement from a position of weakness.

My position on the current process remains unchanged. I consider the Islamic Republic's attempt to ratify this convention to be contrary to Iran's national interests.

No decision concerning Iran's resources, borders, or sovereign rights in this strategic body of water can possess legitimacy without the genuine participation and consent of the Iranian people. Iran's rights in the Caspian Sea are not negotiable, nor can they be relinquished. Any action that undermines these rights will be recorded in the historical memory of the Iranian nation, and those responsible will ultimately be held accountable by the people of Iran.

جمهوری اسلامی در شرایط ضعف شدید ساختاری و بحران مشروعیت، قصد پیشبرد و اجرای «کنوانسیون رژیم حقوقی دریای کاسپین» (کنوانسیون آکتائو) را دارد. این تلاش رژیم، بدون پشتوانه اراده ملت ایران و بدون تضمین روشن و کامل حقوق تاریخی کشور، اقدامی نگران‌کننده و تهدیدی جدی علیه منافع ملی ایران است.

بر اساس معاهدات ۱۹۲۱ و ۱۹۴۰ میان ایران و اتحاد جماهیر شوروی، رژیم حقوقی دریای کاسپین بر پایه حقوق مشترک طرفین و اصل توافق و منافع مشترک شکل گرفته بود.

پس از فروپاشی اتحاد جماهیر شوروی، کشورهای تازه‌استقلال‌یافته در «اعلامیه آلماتی» (دسامبر ۱۹۹۱) بر پایبندی به معاهدات شوروی سابق و تضمین اجرای تعهدات بین‌المللی ناشی از قراردادها و پیمان‌های آن توسط دولت‌های جانشین تأکید کردند.

بر همین اساس، هرگونه تغییر اساسی در وضعیت حقوقی این پهنه آبی راهبردی باید با توافق مشترک همه کشورهای ساحلی و با رعایت کامل حقوق ایران انجام شود.

با این حال، کنوانسیون آکتائو امکان انعقاد توافق‌های دوجانبه و چندجانبه میان کشورهای ساحلی درباره بخش‌هایی از بستر و زیربستر دریای کاسپین را پیش‌بینی کرده است؛ بخش‌هایی که قبلاً بخشی از پهنه آبی مشترک ایران و اتحاد جماهیر شوروی محسوب می‌شدند.

این بدعتی خطرناک است که با دور زدن اصل اجماع همه کشورهای ساحلی، عملاً جایگاه تاریخی ایران را تضعیف می‌کند و نقش کشور را در تعیین سرنوشت دریای کاسپین کاهش می‌دهد.

از زمان امضای کنوانسیون آکتائو در سال ۲۰۱۸، بارها هشدار داده‌ام که «پاسداری از منافع ملی از موضع ضعف ممکن نیست». همان زمان نیز تأکید کردم که فرقه تبهکار جمهوری اسلامی، منافع ملت ایران و میهن را قربانی بقای خود می‌کند و در سیاست خارجی، از موضع ضعف به باج‌دهی‌های پی‌درپی تن می‌دهد.

موضع من درباره روند کنونی همان است. تلاش جمهوری اسلامی برای تصویب این کنوانسیون را اقدامی مغایر با منافع ملی ایران می‌دانم.

هیچ تصمیمی درباره منابع، مرزها و حقوق ایران در این پهنه آبی، بدون رضایت و مشارکت واقعی ملت ایران، از مشروعیت برخوردار نخواهد بود. حقوق ایران در دریای کاسپین قابل معامله یا چشم‌پوشی نیست. هرگونه اقدام در جهت تضییع این حقوق، در حافظه تاریخی ملت ایران ثبت و تصمیم‌گیرندگان در برابر ملت ایران پاسخگو و بازخواست خواهند شد.

امروز، سالروز امضای فرمان مشروطیت در ۱۴ مرداد ۱۲۸۵، برای ما یادآور یکی از بزرگ‌ترین جنبش‌های تاریخ معاصر ایران است، جنبشی که از دل اندیشه و تلاش ده‌ها ساله‌ی ایران‌دوستانی برخاست که از عقب‌ماندگی و نابسامانی ایران در دوران قاجار رنج می‌بردند.

آرمان مشروطیت بر سه اصل بنیادین استوار بود:
حاکمیت قانون،
حاکمیت ملی و اراده ملت،
و پیشرفت و ترقی ایران.

مشروطه‌خواهان به‌خوبی دریافته بودند که بدون قانون، دادگستری مدرن و سامان اقتصادی، استقلال و پیشرفت کشور امکان‌پذیر نخواهد بود. شاید بتوان سخن ابوالحسن‌خان‌ پیرنیا، نماینده تهران در جلسه ۱۵ شهریور ۱۲۸۶ نخستین مجلس شورای ملی، را چکیده و تجلی خواست آنان دانست:

«ایرانیان را دیگر جان به لب رسیده است؛ دو چیز لازم داریم، یکی مالیه و یکی عدلیه.»

کتاب «یک کلمه» اثر میرزا یوسف‌خان مستشارالدوله نیز همین حقیقت را یادآور می‌شد: راز پیشرفت کشور در یک کلمه خلاصه می‌شود، قانون.

اما این مبارزه با مقاومت مشروعه‌خواهانی روبه‌رو شد که حاکمیت شرع و فقها را بر قانون و حاکمیت ملی برتری می‌دادند. آن جریان فکری، دهه‌ها بعد در قالب جمهوری اسلامی و ولایت فقیه بر ایران حاکم شد. تأسف‌بار آنکه امروز نیز برخی جریان‌های سیاسی، هرچند با ظاهری متفاوت، همچنان با اصل حاکمیت ملت و پذیرش رأی مردم به‌عنوان مرجع نهایی تعیین نظام سیاسی آینده ایران مخالفت می‌کنند.

اگرچه آشفتگی‌های سال‌های پایانی حکومت قاجار، و کارشکنی مخالفان مشروطه مانع از تحقق کامل آرمان‌های این نهضت شد، اما بخش مهمی از آن آرمان‌ها در دوره حکومت دو پادشاه پهلوی تحقق یافت و به اجرا درآمد، از جمله با تأسیس دادگستری مدرن، احداث راه‌آهن سراسری، نوسازی ارتش، تأمین امنیت کشور، بنیان‌گذاری بانک ملی، سامان‌دهی امور اقتصادی و مالی و ایجاد دیگر نهادهای بنیادین توسعه.

امروز پاسداشت انقلاب مشروطه یعنی تأکید بر حاکمیت قانون، رأی و اراده ملت، جدایی کامل دین از حکومت، و بازگرداندن ایران به ریل ترقی و تمدن.

بر همین اساس، برنامه من برای هدایت ایران در دوران گذار بر برگزاری انتخابات آزاد، حاکمیت رأی ملت، تشکیل مجلس مؤسسان برای تعیین مسیر آینده کشور و فراهم آوردن زمینه شکوفایی و رفاه برای همه ایرانیان تأکید دارد.

سالروز صدور فرمان مشروطیت گرامی باد و یاد همه تلاشگران راه آزادی، قانون و پیشرفت ایران جاودان.

Iran is not the Islamic Republic.

Iran’s civilian infrastructure belongs to the Iranian people and to the future of a free Iran. The Islamic Republic’s infrastructure is the machinery of repression and terror used to keep that future from becoming reality.

Iran must be protected. The regime must be dismantled.

I ask President Trump and Prime Minister Netanyahu to continue targeting the regime and its apparatus of repression, while sparing the civilian infrastructure Iranians will need to rebuild our country.

With the support of the US and Israel, and above all the sacrifice of Iranian patriots, the hour of Iran’s freedom is at hand.

The Islamic Republic is continuing its war on the people of Iran. But Iranians are fighting back.

Yesterday in Esfahan, citizens noticed the regime was preparing for a barbaric public execution. Reports circulated that the regime was set to hang three protesters from the January 8/9 uprising.

At dawn, hundreds of brave Iranians gathered in the square to protest this medieval brutality and public murder. They jeered and shouted at the executioners. Sadly as the call to prayer played, two young men were hung from cranes.

Security forces chased the protesters, firing on them with live ammunition, trying to kill more and more Iranians.

The murder of protesters and other political prisoners are often done in prisons. But the regime, fearing the Iranian people will rise against them, is conducting them in public in an attempt to intimidate them into silence.

Untold other brave protesters are currently facing a similar fate. Their lives hang in the balance.

This is two Irans: the vile and evil Islamic Republic against the brave and heroic people of Iran.

Iranians will not back down. They will fight. But they should not have to fight alone. The world must back these brave men and women.

رژیم اشغالگر ایران بامداد امروز دو قهرمان دلیر انقلاب شیر و خورشید، ابوالفضل سپاهی بادجانی و امیرحسین صفری حسین‌آبادی را به قتل رساند.

رژیمی که برای بقا به طناب دار پناه می‌برد، قدرتمند نیست، وحشت‌زده، نامشروع و در معرض سقوط است. مردم اصفهان امروز نشان دادند که سیاست ارعاب شکست خورده است. این مردم شریف که با آگاهی از خطر گلوله، زندان و مرگ، به میدان علیخانی رفتند، ثابت کردند که ترس جای خود را به خشم و ایستادگی داده است.

طناب دار، جمهوری اسلامی را نجات نخواهد داد. مردمی که برای نجات جان یکدیگر، بی‌سلاح در برابر گلوله و چوبه دار می‌ایستند، سرانجام بر جانیان حاکم پیروز خواهند شد.

در کنار خانواده‌های دو جاویدنام راه میهن، ابوالفضل سپاهی و امیرحسین صفری می‌ایستیم. مطمئن باشید که آمران و عاملان این قتل به دست عدالت سپرده و مجازات خواهند شد.

جان دست‌کم هشت بازداشت‌شده دیگر این پرونده همچنان در خطر فوری است. سکوت نکنیم. صدای آنان باشیم. از تمام ابزارهای ممکن برای افزایش فشار بین‌المللی و توقف ماشین اعدام و کشتار جمهوری اسلامی استفاده کنیم.

چهل و شش سال از درگذشت پدرم می‌گذرد، اما او امروز زنده‌ترین چهره سیاسی در پیشگاه تاریخ و دل ایرانیان است.

شعله عشق ملت ایران به او روز به روز بلندتر و فروزان‌تر می‌شود. همان‌طور که جاویدنام مجیدرضا رهنورد به نیابت از میلیون‌ها جوان ایرانی نوشت: «نسلی عاشقت شد، که تو را هرگز ندید».

پدرم با تمام وجود، عاشقِ ایران بود. قلب او با طبیعت این خاک می‌تپید و باریدن باران بر دشت‌های ایران، برایش بهترین و زیباترین خبر بود.

او در ۲۲ سالگی، کشور را در شرایط دشوار اشغال متفقین تحویل گرفت و با تکیه بر میهن‌پرستی، ایران را به سوی دروازه‌های تمدن بزرگ هدایت کرد. اگر فاجعه ۵۷، مسیر تاریخ ما را منحرف نمی‌کرد، ایران امروز یکی از درخشان‌ترین قطب‌های رفاه و توسعه در جهان بود.

هم‌میهنانم، اگر به راه او باور داریم، مسئولیت بزرگی بر دوش ماست. برای وفاداری به نگاه او، ما باید ایران را از این فرقه تبهکار پس بگیریم و آن را دوباره بسازیم.
