[Update] Twitter has suspended the API access the very next day after I applied for Enterprise API as per the new announcement by Twitter.
I have not received any email about it yet. Have contacted them to get an update.

In case this really goes belly up:
1. For all the users who have paid for annual subscription, I'll make the best effort to refund for the unused part. (Given that users are all over the world, I'll have to figure out some payment method.)

Unfortunately, no update from Twitter even after two full days. Submitted an appeal through their support page, but no email or any other communication on this front.
[Update] Have been making some infrastructure changes which has caused some instability in the service. Please bear with me while I fix this over next couple of days.
[Update] TweetShelf will be “paid only” from Mar 8 (Wednesday). Will be turning off the free feature.
The decision is largely to manage the running costs. Not able to figure out credible revenue options for free accounts. May try ads in future, but not considering it for now.
I guess many of you heard about Twitter API becoming paid from Feb 9. Will be able to decide on future course for TweetShelf after the pricing is published by Twitter team. Fingers crossed till then!

[Update] New stories are paused due to ongoing maintenance activity. It is taking unexpectedly long unfortunately. Might take a few more hours. New stories will resume as soon as the activity is finished.
