I was honored to receive 23 ambulances and 7 fire trucks from the Government of Japan under the Grant Assistance for Grassroots Human Security Projects (GGP). The ambulances will be deployed in; Buikwe, Masindi, Pallisa, Oyam, Apac, Bushenyi, Kabale, Nebbi, Ibanda, and Hoima City

The deployment has just started, but public expectations are always way too high. Lets give it time as they brend into the city transport system crazy as it is. The benefit I anticipate this will create is streamline the whole system.

UPDATE: Kiira Electric buses were observed operating with few passengers along the City Square-Wandegeya-Bukoto-Ntinda route and back to the city centre on Tuesday morning. A driver and supervisor, speaking on condition of anonymity, said the buses are only fully occupied during early morning and evening rush hours, but remain lightly used during the day. They attributed this to alleged obstruction by taxi operators, who they claim prevent the electric buses from accessing designated stops, forcing them to keep moving without picking passengers. During a test ride by this reporter from City Square to Ntinda, the bus completed the entire route with only a few passengers on board and did not pick up any additional commuters along the way.

That is the ugly position the government has put us into. There is a big, big problem, ... “What we are doing today, is what should have been done by government.” said Katuntu.

Katuntu stated that from the moment the Governor started his submission, he was grappling with many questions in his mind as to what is going on in Uganda because the scrutiny of the Bill by Parliament should have been done by the Executive through consulting relevant stakeholders so Government agencies don’t come before Parliament to oppose the same bill.

“What we are doing today, is what should have been done by government. Talking to the central bank, talking to FIA, talking to Makerere University, talking to banks, talking to literally people who should be the stakeholder. But from all of them as they have appeared here, they seem to be so confused about who actually brought this sort of legislation here. That is the ugly position the government has put us into. There is a big, big problem,” said Katuntu.

On December 10, 2025, Uganda signed an MOU with the US — sharing the medical data of all Ugandans in exchange for American funding. MP Nsereko says this breaches the Data Protection Act and demands full disclosure of the MOU's terms.
