I’d say the scholar knows more about its history. That goes without saying. But… It’s also the case that there are things which cannot be taught/read. Nuances and “local knowledge”; maybe urban legends or obscure details that only someone who grew up there fully grasps.
I sense this is an analogy to the scholars vs laymen.
