If the Bears score the profit from the mixed use development and don't pay property tax for 40 years (when it's time to have this conversation all over again), why not?
@ChiSportsBums If it's a lease with an option to buy the stadium, and they maintain ownership of the land itself, I'm guessing this could work.
It's the Indiana deal with the added benefit of being McCaskey's location preference.
