@InspGadgetBlogs About 15 years ago, our beat crime team were expected to get 6 detections (clear ups) per month. Each officer carried around 25 crimes. Guess what happened… everyone chased the easy/guaranteed detections to meet quota. Everything else suffered

That was nearly 20 years ago and was already a long standing tradition.
