今、世界各国で「国連改革」の必要性が語られ始めています。

欧州、インド、中国、グローバルサウス――
立場の違う国々でさえ、共通して指摘しているのは、

「1945年につくられた国際システムでは、2026年の世界に対応できない」
という現実です。

現在の国連安全保障理事会は、第二次世界大戦後の力関係を前提として構成されています。

しかし現代世界では、
人口、経済、技術、地政学、エネルギー、安全保障の中心は大きく変化しました。

それにもかかわらず、
停戦は破られ、
国際法は守られず、
拒否権によって重要な決定が止まり、
世界は分断を深めています。

これは一国だけの問題ではありません。
人類全体の“平和を守る仕組み”そのものが限界を迎えているのです。

だからこそ今、必要なのは「国連改革」。

過去の秩序を維持するためではなく、
未来の人類を守るために。

私たちUPIも、
国連が真に平和を守れる機関へ進化する必要があると考えています。

インドは国連安全保障理事会について、
「化石（fossil）ではなく、“生きた機関”でなければならない」
と述べ、改めて国連改革を強く訴えました。

これは非常に本質的な指摘です。

現在の安全保障理事会の構造は、1945年の第二次世界大戦後につくられたものです。
しかし2026年の世界は、80年前とは全く違います。

AI、サイバー戦争、ドローン兵器、経済安全保障、気候危機――
現代の脅威は、国境を越えて瞬時に世界へ広がります。

それにもかかわらず、
世界の平和と安全を担う国際システムは、依然として「戦後の構造」のままです。

実際、国連安全保障理事会では拒否権によって行動が止まり、
停戦を守らせることも、紛争を未然に防ぐことも難しい状況が続いています。

だから今、世界各国で「国連改革」の必要性が語られ始めています。

国連は、“過去の遺産”として存在するためではなく、
未来の人類を守るために存在しなければならない。

私たちUPIもまた、
国連が真に平和を守れる機関へ進化する必要があると考えています。

平和を願うだけでは、戦争は止まりません。
必要なのは、21世紀にふさわしい新しい世界システムです。

EU（欧州連合）のアントニオ・コスタ大統領は先日、メキシコを「国連改革の重要な同盟国」と表現しました。

その中で彼は、
「1945年につくられた国際秩序は、もはや現在の世界を十分反映できていない」
と警鐘を鳴らしています。

実際、世界では今、
戦争、気候危機、AI、経済安全保障、エネルギー問題など、
一国だけでは解決できない問題が急速に拡大しています。

しかしその一方で、
国際法は守られず、
停戦は破られ、
国連安全保障理事会は拒否権によって機能停止に陥る場面も少なくありません。

もはや、これは一地域の問題ではありません。
現在の国際システムそのものが、現代世界のスピードに対応できなくなりつつあるのです。

だからこそ今、世界各国で「国連改革」の必要性が語られ始めています。

私たちUPIもまた、
国連が“声明を出すだけの組織”ではなく、
本当に戦争を防ぎ、平和を守れる機関へ進化する必要があると考えています。

国連のグテーレス事務総長が、国連改革の一環として、幹部ポスト削減や組織のスリム化を進める方針を明らかにしました。

背景には、財政危機、加盟国間の分断、そして「現在の国連は機能不全に陥っているのではないか」という世界的な危機感があります。

実際、国連は近年、
戦争を止められない、
停戦を守らせられない、
国際法違反を防げない、
という厳しい現実に直面しています。

グテーレス事務総長自身も、
「本当の改革には痛みを伴う決断が必要だ」と述べました。

しかし、本当に必要なのは単なるコスト削減だけでしょうか。

1945年につくられた国際システムは、
AI、サイバー戦争、ドローン兵器、経済安全保障、そして複雑化した現代の地政学リスクに、十分対応できているとは言えません。

今、求められているのは、
“戦争後に声明を出す組織”ではなく、
“戦争を未然に防げる組織”への進化です。

私たちUPIは、国連が真に平和を守る力と権限を持つ機関へ生まれ変わる必要があると考えています。

平和は理想論ではありません。
人類が生き残るための現実的課題です。

戦争犯罪を裁くために作られた国際刑事裁判所（ICC）ですら、今、深刻な機能不全に直面しています。

逮捕状が出ても執行されず、
大国は裁判所そのものに圧力をかけ、
国際法は「存在する」だけで、「守らせる力」を持てていません。

もし世界が「力の強い国は裁かれない」と感じ始めれば、
国際秩序そのものへの信頼は崩壊します。

問題は理念ではない。
問題は、平和と法を実行できる“仕組み”が存在しないことです。

今こそ必要なのは、
本当に戦争を止められる国際システムへの改革。

世界191カ国が参加するNPT（核兵器不拡散条約）再検討会議が、2026年5月、またしても合意できないまま終了しました。

しかも、これで3回連続の決裂です。

NPTは、「核兵器をこれ以上増やさない」「核軍縮を進める」「核戦争を防ぐ」という、世界の安全保障の土台とも言える国際条約です。

もしこの枠組みが機能しなくなれば、世界は極めて危険な時代へ向かう可能性があります。

各国が「他国が核を持つなら、自国も必要だ」と考え始めれば、核保有国はさらに増え、偶発的衝突や誤作動、地域戦争の拡大リスクも高まります。

現在の世界は、1945年とは全く違います。

AI、サイバー攻撃、ドローン戦争、極超音速ミサイル――
軍事技術は急速に進化している一方で、国際システムは分断によって機能不全に陥りつつあります。

実際、国際法違反が起きても止められず、停戦合意も破られ、国連安全保障理事会も拒否権によって十分機能できない状況が続いています。

人類は今、「戦争を止める仕組み」そのものを再構築する時代に入っているのかもしれません。

私たちUPIは、国連が真に平和を守る力を持ち、紛争を未然に防げる機関へ生まれ変わる必要があると考えています。

平和は理想論ではありません。
人類が生き残るための、現実的課題です。

国連事務総長は、日本でこう語りました。

「国連安全保障理事会や国際金融機関は、現在の世界の変化に十分対応できていない」
「最も重要な改革は、安全保障理事会改革だ」と。

実際、現在の国連体制は1945年の世界を前提に作られています。
しかし2026年の世界は、80年前とはまったく違う。

地域紛争は瞬時に世界経済へ波及し、
AIは国家を超える影響力を持ち、
国際法すら守られない現実が続いています。

それでもなお、世界を守る仕組みは過去のままです。

私たちに必要なのは、
「戦争後に声明を出す国連」ではなく、
「戦争を未然に防げる国連」。

🇨🇩 En ce jour de commémoration du 26ème anniversaire de la « Guerre de 6 Jours » de Kisangani, nos pensées vont aux familles des victimes et aux survivants de ces crimes de guerre et crimes contre l’humanité commis par les forces armées rwandaises et ougandaises sur le sol congolais, à Kisangani.

Ces crimes les plus graves et leurs conséquences dévastatrices, qui sont documentés dans le rapport Mapping de l’ONU @UN , ne peuvent être oubliés.

Il y a urgence à traduire en justice les auteurs de ces crimes et leurs chaînes de commandement pour briser le cycle infernal de la violence, de la prédation et de l’impunité qui se poursuit jusqu’à ce jour.

Alors que les institutions congolaises sont gangrénées par la corruption, nous déplorons avec la plus vive énergie que les 325 millions de USD accordés à la RDC par la Cour Internationale de Justice en 2022 à titre de réparation pour le préjudice subi par les individus et les communautés du fait de la violation par l'Ouganda de ses obligations internationales se soient volatilisés et que les victimes et les survivants des victimes sont toujours en attente des réparations ! Ces détournements massifs de fonds sont une insulte inacceptable à l’encontre des victimes et doivent être investigués de manière indépendante pour les récupérer totalement. Leurs auteurs doivent être poursuivis et contraints de tout restituer.

À l’instar de tous les peuples martyrs, les victimes et les survivants congolais ont droit à la justice, à la vérité, à des réparations et à des garanties de non-répétition des atrocités.
