At my first rally today, I presented the 2026–2031 Manifesto to our people, the Bakonjo of Bukonzo East Constituency in Kasese District. I explained that the future of Kasese lies in wealth and jobs from three areas: commercial agriculture, services such as tourism including wildlife and mountaineering, and manufacturing. This is why we emphasise emyooga, practical skills, Emyooga and Presidential Skilling Hubs.
I also noted the need for more roads and road equipment for this large district, reaffirmed pensions for the people of Rwenzururu, the resettlement of the Banyabindi, and the development of historical memorial sites such as Katebwa. As elections approach on 15th January, I call upon all Ugandans to come out in large numbers and vote NRM so we consolidate the gains made and move forward together.

📌| LIRA DISTRICT & MUNICIPALITY FACTSHEET
· Lira City has 2 constituencies, 2 Town councils, 49 parishes and 238 villages, while Lira District, which has 2 constituencies, 11 Sub-Counties/Town Councils, 67 Parishes and 669 villages.
· The population of both Lira District and Lira City is 487,348 according to the census report 2024.
· In the 2021 Presidential Elections, *Lira City* had 111,772 registered voters and *Lira District* had 103,180 making a total number of 214,952 registered voters.Out of these, 122,840 voted.
His Excellency President @KagutaMuseveni won in Lira district and City with a total of 67,179 votes. NUP polled 35,578 votes.
· In 2025, Lira has 256,082. The Polling Stations are 575 up from 358 in 2021.
PARISH DEVELOPMENT MODEL (PDM) DISBURSEMENT IN LANGO ZONE
• Lira District with 58 Parishes has cumulatively received Shs. 20,971,689,824=. Out of this, Shs. 18,129,000,000= (86.45%) has been disbursed to 18,129 beneficiary households.
• Lira City with 49 Parishes has cumulatively received Shs. 17,931,489,322=. Out of this, Shs. 15,633,513,322= (87.18%) has been disbursed to 15,633 beneficiary households.
· With 117,000 households in Lira district and City, 33,762 (28.85%) have benefited from PDM. The remaining households are 83,238. These include even those who are already in the money economy.
*EMYOOGA*
There are 56 Emyooga SACCOs with 11,069 members. Government has so far disbursed a total of Shs. 2,100,000,000=.
EDUCATION SECTOR
Lira District has a total of:
• 71 Government primary schools with 65,237 pupils enrolled.
• 6 Government secondary schools with 2,913 students enrolled.
• All the 6 schools provide Universal Secondary Education and Universal Post Ordinary Level Education and Training.
Lira City has a total of:
1. 45 Government primary schools with 55,070 pupils enrolled.
2. 7 Government secondary schools with 6,995 students enrolled. All the 7 schools provide Universal Secondary Education and Universal Post Ordinary Level Education and Training.
PRIMARY EDUCATION
Number of Primary Schools
Lira has a total of 112 government primary schools with 120,307 pupils enrolled.
*PARISHES WITH GOVERNMENT PRIMARY SCHOOLS*
The government remains committed to its policy of establishing a government primary school in every parish, by constructing new schools or coding existing ones. Lira district and City have 107 parishes, with 86 having at least one government primary school, while 16 parishes are still lacking. However, Lira City and Lira District have 116 government primary schools.
SECONDARY EDUCATION
There are 13 government secondary schools. All 13 government secondary schools provide Universal Secondary Education and Universal Post Ordinary Level Education and Training.
CONSTRUCTION OF SEED SCHOOLS IN THE SUB-REGION
Plans are underway to construct another 4 new secondary schools through the Uganda Intergovernmental Fiscal Transfers (UgIFT) program and the Uganda Secondary Education Expansion Project (USEEP) in Lira district and Lira City.
With these four projects, all Sub-Counties will have government secondary schools.
UNIVERSITY EDUCATION
Lira University is currently the only government funded University in the sub – region located in Lira District.
In FY 2023/24, the enrolment of the University increased to 1,784 from 1,329 in FY 2019/2020.
HEALTH SECTOR
Out of 4 Constituencies, 4 have either a HC IV or a Hospital. In addition, upgrading of HC IIIs to HC IVs is ongoing in 4 Constituencies. Works are being carried out by the UPDF Engineering Brigade.
WATER SECTOR
Water Supply Status per village.
1. Out of 669 rural villages, 591 have access to safe water, representing coverage of 87%. This leaves only 78 villages (13%) without access to safe water.
WATER FOR PRODUCTION
DAMS/VALLEY TANKS CONSTRUCTED
i. Constructed seven (7) Earth dams in Lira District;
• Itek in Itek Sub- County with water storage capacity of 1.1 million litres serving 261,910 livestock,
• Okile in Barr Sub-County with water storage capacity of 600,000 cubic meters serving 142,860 livestock,
• Dam A in Agali Sub-County with water storage capacity of 178,061 cubic meters serving 42,396 livestock,
• Dam B with water storage capacity of 83,687 cubic meters serving 19,925 livestock,
• Dam E with water storage capacity of 113,773 cubic meters serving 27,089 livestock,
• Dam G with water storage capacity of 117,288 cubic meters serving 27,926 livestock, and
• Dam K with water storage capacity of 60,318 cubic meters serving 14,361 livestock.
ENERGY SECTOR
The Lira district is connected to the national grid. In the next Kisanja, the @GovUganda will extend electricity to the 4 Sub-Counties of Amach, Itek, Awiodyek, and Ayami, which are not electrified.
ROADS SECTOR
1. Lango Sub-Region has a total land size of 18,425 Km2
