In this final step, we explore Step 4: Application for an Authorisation Letter.
Following the issuance of ITMOs, project developers apply for authorisation to allow approved mitigation outcomes to be internationally transferred and used under Article 6 of the Paris Agreement.
The process involves:
📝 Submitting an authorisation request: Apply for authorisation of the issued mitigation outcomes.
📄 Providing supporting documentation: Submit the Issuance Letter of ITMOs as part of the application.
@REMA_Rwanda and the Carbon Market Technical Committee review the application and provide the Authorisation Letter within 30 days.
The Authorisation Letter confirms that the ITMOs are authorised for international transfer and use under Article 6 of the Paris Agreement in accordance with Rwanda’s carbon market framework.
Through this structured process, Rwanda ensures that carbon market projects uphold transparency, accountability, and environmental integrity while contributing to national climate goals.

At the 6th Renewable Energy for Sustainable Growth Forum | #RE4SG2026, @GGGI_Rwanda joined energy leaders, policymakers, investors and innovators to discuss what it will take to accelerate Africa’s clean energy transition.
Yesterday, Ms. @UmukunziD, Green Buildings Senior Assistant at GGGI Rwanda, shared our ongoing work to support the development of Rwanda’s Energy Efficiency Strategy (2027–2037).
The revised strategy is being developed in collaboration with @RwandaInfra, with funding from @AFD_France. It comes at an important moment as Rwanda continues to expand energy access and scale up renewable energy deployment and support economic growth. The strategy will provide a framework for managing growing energy demand, strengthening energy security, and advancing energy efficiency across key sectors of the economy, including buildings, transport, industry, agriculture, and energy generation & supply.
@DrBrigitteN, Sustainable Landscape Lead, also moderated a panel on practical approaches to accelerating access to clean cooking solutions. The discussion focused on the barriers that continue to limit adoption, from affordability and last-mile distribution to financing, behavior change and market development, and the partnerships and policy measures needed to translate clean cooking commitments into measurable impact.
Hosted by @epd_rwanda, in partnership with the Ministry of Infrastructure, #RE4SG2026 comes as African countries work to expand electricity access through Mission 300, strengthen energy security, scale renewable energy, advance clean cooking and accelerate electric mobility.

🤝🏿 Celebrating 10 years of partnership in advancing green growth in Rwanda
Yesterday, @GGGI_Rwanda celebrated a decade of partnership with @RwandaGov, marking the 10th anniversary of the signing of the Host Country Agreement between the Government of Rwanda and the Global Green Growth Institute | @gggi_hq.
Over the past decade, our collaboration has translated a shared vision for green growth into tangible results in sustainable and innovative finance, green cities and infrastructure, just and inclusive energy transitions, and sustainable landscapes and agrifood systems, while ensuring that no one is left behind.
The anniversary brought together representatives from the Government, development partners, donors, private sector, climate champions and academia. Together with our partners, we reflected on the journey, the milestones, the partnerships that made them possible, and looked ahead to the work that remains to advance Rwanda’s climate ambitions.
We were honoured to have Hon. Armand Zingiro, Minister of State at @RwandaInfra, as the Guest of Honour, alongside Dr. @MalleFofana, GGGI’s Deputy Executive Director and Head of the Green Growth Implementation Directorate.

Today, Minister of State @zimuyenzi joined the Global Green Growth Institute (GGGI) and partners to commemorate 10 years of partnership between GGGI and the Government of Rwanda.
Over the past decade, this partnership has contributed to Rwanda’s green and sustainable development agenda through key interventions in water and sanitation, renewable energy, climate-resilient infrastructure, and green growth.
Marking this important milestone, the Minister of State reaffirmed the Government of Rwanda’s commitment to strengthening this partnership and advancing innovative and sustainable solutions that improve livelihoods, build climate resilience, and accelerate Rwanda’s sustainable development journey.
💡 Building on the achievements of the 2019 Energy Efficiency Strategy, the SPREE process will adopt an inclusive and data-driven approach to address critical gaps in data availability, financing, and implementation capacity.

Last week, @GGGI_Rwanda , in collaboration with the @RwandaInfra (MININFRA) and with support from @AFD_en through #Facility2050, officially launched the development of the Strategy and Projections for Rwanda’s Energy Efficiency (#SPREE).
The virtual kick-off workshop brought together key stakeholders across government, development partners, and the private sector to align on the vision, scope, and roadmap for this important national strategy.

Earlier today, @GGGI_Rwanda and @expertisefrance, in partnership with @RwandaGov through @Rwanda_Housing and @RwandaProcure, kick off a project to conduct a study on strengthening Rwanda’s Green Building Materials and Equipment Market.
The study will assess the availability, affordability, and supply of green construction materials and equipment across the country. Its findings will inform practical, evidence-based green procurement guidelines for the construction sector and support the growth of a stronger, more resilient green construction ecosystem.
The market readiness study is part of the Green Public Financial Management (PFM) Technical Assistance Program, funded by the Agence Française de Développement (AFD) |@AFD_en and implemented by Expertise France.
Today’s kick off aligned partners on the study’s scope and methodology, gathered early stakeholder input, and marked the start of broader engagement.

Carbon Markets: Compliance vs. Voluntary
After a brief year-end hiatus, we are back and ready to pick up where we left off with our campaign on carbon markets.
Over the past weeks, we’ve explored why climate change matters to each of us, what Rwanda has committed to under the Paris Agreement, and the basics of carbon markets. If you’ve been following along, thank you for staying with us. If you’re just joining, welcome, you’re right on time.
In the weeks ahead, we’ll dive deeper into different types of carbon markets, how they work, and break down Article 6, its components, and key concepts.
Let’s get started by examining the two types of carbon markets shaping today’s landscapes:
✅ Compliance Carbon Markets – Regulated by governments, these mandatory systems require companies in high-emission sectors to limit their emissions. Companies can trade emissions allowances, buying additional allowances if they exceed their emission limits or selling surplus allowances if they emit less than allowed.
✅ Voluntary Carbon Markets – Where companies, organizations and individuals voluntarily buy carbon credits to compensate emissions beyond regulations and enhance their sustainability efforts.
These two markets are turning carbon into a cost and an opportunity. They reward emissions reductions and help finance climate-friendly projects and technologies around the world.
In summary:

Speaking at the opening of the workshop, Mr Tohid Nowdel, @GGGI_Rwanda’s Carbon Pricing Senior Officer, noted: “Building institutional readiness is the cornerstone of Rwanda’s successful participation in international carbon markets. By empowering public institutions with the right skills and confidence, we are paving the way for the country to unlock new climate finance opportunities under Article 6.”

Partnering to enhance Rwanda’s Readiness for Carbon Markets!
From October 13–15, 2025, government stakeholders are convening in @MusanzeDistrict for a high-impact capacity-building workshop on carbon markets and Article 6 of the Paris Agreement implementation.
The workshop aims to strengthen public institutions’ readiness to effectively engage in carbon markets under Article 6 of the Paris Agreement — a key step toward operationalizing Rwanda’s National Carbon Market Framework.
Through interactive sessions, expert insights, and knowledge sharing, participants will gain skills needed to:
✅ Understand Article 6 mechanisms.
✅ Navigate carbon market operations.
✅ Contribute to Rwanda’s climate and development goals through carbon finance.
