🇳🇬 Nigeria follows with a strong 44% baseline score
🇺🇬 Uganda shows recovery to 43% after previous decline
🇲🇺 Mauritius stands at 40%
🇬🇭 Ghana & 🇧🇼 Botswana: 36% each (mid-range entry)
🇷🇼 Rwanda & 🇹🇿 Tanzania: 33% each
🇿🇼 Zimbabwe ranks lowest at 28%

Insight: Regulatory maturity varies significantly across Africa, with no country surpassing the 50% compliance threshold.
