No, the military intended to attempt to have the Soviets intervene, and the Soviets joining the war broke that delusion.
The Navy's approach on the FF(X) Frigate Flight I is to de-burden it from carrying a VLS entirely, leaning instead on containerized VLS and mission modules. Honestly, they fumbled this one. A fast attack boat with an Arleigh Burke class destroyer on speed dial would hit the fleet years sooner at a fraction of the cost.
To elaborate there IS no highly readily producible ships that can replace the constellation in a ASW / FFG role . Both the Mogami and Korean FFG batch 3 class would require the same heavy overhaul that plagued the constellation , same Type 26 and others USN requirements for systems and other things will ultimately lead to a very different ship . A brand new class of ship would take nearly a decade or so to develop . This only leaves the LCS derivatives which nobody wants
FF(X) frigate procurements are one in FY27, one in FY 29, and 2 in FY 31, with an eventual 22 total. Flight I will consist of "at least" the first 2 ships, Flight II Preliminary Design seems to start in FY27. Flight II will consider VLS and ASW capabilities. USN budget info.
