The 2016 squad had a glimpse of hope from what I can remember. There were some decent players: Zhang Linpeng, Wang Dalei, Zeng Cheng, Huang Bowen, Zheng Long, Wu Lei, Zheng Zhi. Basically Guangzhou Evergrande's 2016 squad with Shanghai SIPG + Shandong Luneng's.

Except the CAQ, comprised of the Francophone business class from the quiet revolution, failed spectacularly at managing the province's economy. Northvolt being a prime example of failure. The CDPQ's mediocre performance vis-ร -vis the OTTP, the rest of the list is too long.
@PHfloor for the record, I appreciate the stagnation. It allowed francophones to build up wealth instead of only being subservient to the anglophone minority and it allowed a vibrant culture to appear because artists could afford it.
