I think I understand where you are leading now. And to a point I could agree, but even in middle eastern countries rapes do take place. I also believe that different cultures will have different legal systems so much that I do not think America or most places currently could ever impliment Sharia realistically.

Would you consider DNA left in and on the victim from multiple fluids such as blood, saliva, and semen, and also video evidence of timeframe's the accused supporting his whereabouts to be strong enough evidence?

If you say no, then most every rape is unprovable, if you say yes then that is different than Sharia's burden if im not mistaken.

That chart is not an FBI product. The Uniform Crime Report does not classify rape accusations as “97% false,” does not break reports into “no probable cause” that way, and does not support an “admitted false” slice larger than convictions. Credible reviews of police classified and researcher-reviewed cases put proven false reports roughly in the 2–10% range of reports made to police (iirc).
“Unfounded,” “no probable cause,” and “not charged” are not synonyms for “false.” Most of the drop off is insufficient evidence to proceed, victim withdrawal, or cases that never meet the beyond-a-reasonable-doubt standard.

Sexual-offense statutes are not just assault with a different label. Ordinary assault or battery is often a misdemeanor unless aggravated by serious injury or a weapon. The leap from “most reports do not produce convictions” to “therefore the statute is ill-defined” or "ambiguous weather or not a crime happened" does not follow. I do not actually understand how you reached that conclusion at all.
