Why?
“The deficit.”
They didn’t care about the deficit when they passed $2 trillion in tax cuts for big corporations and millionaires.
The biggest deficit is in their values.

The desire to maintain a good economic/political relationship w/ US keeps VN from veering too far off the rails in terms of human rights.Speaking to VN officials within the public security&prison system, I got the sense that economic incentives speak louder than moral incentives.
