So much is being said about Singa Penn. Let me break down how a new "wing" is actually created in the police department, using a classic historical example.

While I absolutely do not support how the Anti-Dowry Cell was established under Jayalalithaa's administration and later on even merged, there was at least a concrete, structural methodology to it.

Look at the actual data from that era. Under G.O. Ms. No. 1352 (issued in November 1994) and subsequent orders leading up to 1996, the government didn't just play dress-up and give cars a new paint job. Jayalalithaa explicitly sanctioned a dedicated budget to create temporary posts for Women Deputy Superintendents of Police (DSP) specifically to supervise these new Anti-Dowry Cells and All-Women Police Stations. Even as a first-time Chief Minister, Jayalalithaa deeply understood governance and administration. In fact, although the initial spark was given by one of her well-wishers Sri Vatsan, IPS, the former IB chief, she took that brief idea, personally wrote out her vision of how she wanted it executed on a sheet of paper, and handed it directly to the then Chief Secretary, T.V. Venkataraman IAS. It was essentially her actual vision and blueprint that came directly from her. Her language and vision even at that age was flawless.

That said, the Tamil Nadu Public Service Commission (TNPSC) issued a special notification (No. 19/95) to directly recruit for these specific slots, bypassing standard rules under a one-time exemption. These women were exclusively recruited, separately trained, and assigned to distinct stations.

The real issue came later. When officers like Sripal IPS and Walter IPS both of whom I highly respect, subsequently integrated this exclusive wing into the mainstream police force, it completely disrupted the established hierarchy. By absorbing these recruits directly into the mainstream seniority lists, they severely dented the career trajectories and promotion timelines of rightfully qualified Group 1 officers from all subsequent batches. It even adversely impacted the promotees from the direct SI batches of 1971. This move negatively affected the department for over 30 years and severely dented police morale. Today, those handpicked individuals, exclusively recruited for a cell are walking the corridors of power as IPS officers solely because of that structural bypass.

But as disruptive as that was, the logical point remains: at least a brand-new, fully funded, explicitly recruited wing was actually created by J. Jayalalithaa.

Now, compare that methodology to this new "Singa Penne" initiative.

What exactly are we looking at here? It is the exact same set of existing police personnel, just handed a brand-new uniform and a fresh coat of paint for their vehicles. Yet, they are parading this around in the media as if it’s a groundbreaking revolution in modern policing.

Since when does changing your clothes or buying a new car suddenly make you a completely new person? If I paint my jeep rustic green and throw on a leather jacket, I haven't suddenly become John Wayne, nor have I revolutionized my life. It is still just the same old me. :)

It is the ultimate cosmetic makeover passed off as institutional "innovation." I just don't get why anyone is treating it like it's something new, and the way Gen. Z is getting completely carried away by it on Reels is just unbelievable.
