Honestly, I get why people are reacting like that.

It’s not that he “can’t” change careers, it’s that taxpayers are seeing someone walk away after training costs and thinking, “wait… so what did we actually invest in?” But at the same time, acting like he belongs to the department forever feels a bit much too. People aren’t contracts, you can be disappointed without making it sound like ownership.
