Yes Rudra is praised of being the lord of universe in 2nd Mandala and allfather in 6th, but this sort of praise is also bestowed on Varuna, Vishwakarma, Hiranyagarbha, Prajapati. Ofcourse, the praises on Indra for being lord of everything are unmatched tho.
