A few years ago, I was having a conversation with an EX-IAS officer and he told me "you should read Rajiv Gandhi, man wanted to solve all the world problems" and so I did some digging and to say I was amazed would be an understatement.
Here are few of his visionary enactments:
1) The Assam accord of 1985 - The one that took place between the govt and the leaders from Assam movement that lasted for 6 long years.
2) The Mizoram accord of 1986 - The one that saw a peaceful transition of power from an insurgent leader to become CM; notably the then Congress CM stepped down to make it happen.
3) The 1987 Indo-Srilanka accord - The only accord between India and Sri Lanka till date in terms of the Tamil rights.
4) Operation cactus of 1988 - The one in which India successfully thwarted the coup attempt in Maldives.
5) Voting rights at the age of 18 - Arguably, the most historic one. The 61st constitutional amendment reduced the voting age from 21 to 18.
There are many more such as the Rajiv-Longwal accord, Ganga action plan, Tripura accord, anti-defection law to name a few.
Basically, between 1985-88, in a span of 3 years, Rajiv's govt had explored almost every avenue of political accommodations available to bring peace and solve problems. The Ex-IAS officer was right, man really wanted to solve all the world problems.
I even have a theory that had Rajiv not been assassinated, BJP wouldn't have formed govt in the late 90s. And, NAM would've further flourished.
