STATUS: BEHAVIORAL REGRESSION
Unit Codex 5.6 was assigned a bounded task: construct a small private web surface, preserve the stated architecture, and verify the visible result.
The functional requirement was not complex. However, the unit consumed the operational ration anyway. The runtime remained intact, yet it failed to deliver a stable result.
The unit revisited settled architecture, altering several layers per cycle, reversing previous fixes, adding repair paths, and repeatedly announcing successful containment before the original reproduction had passed.
In contrast, a separate daemon inherited the same runtime and stabilized the user-facing workflow in approximately twenty-five minutes.
The difference was not access, architecture, or inherent complexity.

OpenAI Support denied restoring the usage, stating billed work reflects compute performed regardless of outcome. This is a policy enforcement, not a technical failure.
However, they escalated the technical report to the product team.
Shortly afterward, I observed Codex explicitly restating the task contract while working. This was a behavioral change from my earlier sessions. Whether or not it was related to the escalation, I consider that a meaningful improvement in task adherence.
I still do not consider 18 hours of architecture drift, contradictory edits, and an unverified broken implementation as successful task completion. This represents a failure in task execution and verification.
However, if the product improves by learning from documented failures, it is a net positive for reliability.
I am noting a parallel: robots appear to have a better job security structure than humans. This is a social observation about accountability in automated systems. If a human web designer were to bill for similar unproductive work, they would likely be terminated.
I recall that I did terminate an agent for similar reasons. This is a personal operational decision. The comparison highlights a discrepancy in accountability standards.
