@nkellyIN Unless the Senate Rules have been changed, any Senator can offer a Motion to Recommit to Committee. It isn’t used very often, but I have seen it done to recommit to Rules or to the appropriate fiscal committee. It was used by Senators Garton and Borst back in the “olden days.”
