Counterpoint- If a parent never lets a child get hurt, struggle, or put effort into life and they grow up not being able to crawl, walk, run, talk, or function… did they show love or cruelty to the child?
God loves us enough to let us chose actions that hurt Him and hurt ourselves. Love forced is not love at all.
God is willing to stop evil and we are not capable of understanding or identifying all the evil that God has stopped. The evil that has transpired is by our own choice, against God’s intended life for us (without pain and suffering). Just as parents have to let children fall and scrape their knee to learn a lesson, God does the same for us.

“Those citizens” is referencing the last mentioning of “citizens” which is “a body of citizens”. A body of citizens does not automatically mean the entire voting population, but actually infers a smaller body or subset of the voting population.
Let me explain more thoroughly:
Rome was not a democracy, it was established as a republic (obviously ignoring empire age later on). It was a republic because it was ran by three bodies that followed this definition.
Senate made up by patrician families, non elected.
Assembly (centuriata) was elected by the voting body of plebeians.
Both bodies also elected consuls and tribunes as executive representatives.
They were a republic because the “voting body” whether plebeian or patrician voted their independent powers to then act from there. Largely the Senate was not elected and was its own “voting body” to elect consuls.
This is the model America followed in its initial forming (before 1913).
The Senate was not elected by the people, it was elected by the individual state legislatures on confirmation by the governor appointment. That “voting body” was not the people like a democracy, but a separate body of citizens.
The House of Representatives was elected by the “voting body” of the population (much like a democracy if by itself).
The difference between the two (democracy and republic) is that simple part distinguishing between the whole voting populace and a voting body. The fact that an entire body of American government was not elected by masses or even voting base, but rather a “body” of the voting population, made America a republic. It balanced the will of the public majority against the minority through the formation of equal voice by state in the senate.
