Six people were killed and thirteen injured in Lutsk today. My condolences to everyone who has lost family members and loved ones because of this Russian aggression. A “shahed” drone attack damaged civilian infrastructure – a residential building and a store. More strikes, more terror. And this comes after a massive overnight attack on our energy infrastructure, with recovery work still underway in Kyiv, the Kyiv region, and the Kharkiv region.
And now the Russians are launching a new wave of drones. This is intentional, permanent pressure on our people. Russia is once again showing what it really wants. This is a deliberate continuation of the war, in defiance of calls from the United States and the American President. That is why Moscow must not be talked into stopping – it must be forced to stop through increased pressure, sanctions, and assistance to Ukraine that enables us to protect people from these attacks. This is exactly what we expect from all our partners – from every G7 leader and every country that stands for peace. There must be action. Because as long as Russia does not feel sufficient pressure, it will continue to sow death.
@ZelenskyyUa
I thank His Majesty King Charles III for the audience. It is important for me to have the opportunity to personally thank him for his unwavering support for Ukraine. We appreciate all the assistance provided by the United Kingdom.

A Russian ballistic missile attack on Kyiv. Once again, no early warning from our partners. The main target was energy infrastructure, specifically CHPP-4. Unfortunately, it was hit. A residential building was also damaged, and rescuers are currently putting out a fire there. Our systems detected these missiles only when they were already virtually on approach to Kyiv. CHPP-4 is one of Kyiv’s key energy facilities.
According to our intelligence, the Russians are preparing further ballistic missile launches. The facts show that the Russians do not consider themselves bound by what the President of the United States said. Ukraine supported an energy ceasefire. Russia is targeting yet another power plant and the lives of our people.
And this is absolutely unjust: when they are destroying our energy infrastructure, and Ukraine is not even receiving early warnings about ballistic missile launches. It is important that the world does not stay silent about this. And it is important that the United States really see what is happening and who is responsible for this war continuing.
Please stay safe tonight and tomorrow. We are working to replenish our air defenses with anti-ballistic missiles.
Russia launched over 100 jet-powered drones, loitering munitions, and ballistic missiles against Ukraine overnight.
A strike on a residential building in Kharkiv killed four people, and 41 were injured in the city in a single evening. In Kyiv, five ballistic missiles hit civilian infrastructure.
@ZelenskyyUa: “Intelligence on Russian ballistic missile launches helps save lives.”
Ukraine’s warriors are defending their families, their homes and their future on their own land.
They fight so that their children can grow up in peace.

Yesterday, at a meeting of the Staff, there were reports on the implementation of resilience plans for cities and regions. As of mid-October, virtually across the entire country – even in border and frontline regions – the implementation of resilience plans is further advanced than in Kyiv. And Kyiv residents certainly feel it – when even isolated hits by “shaheds” cause electricity and water outages across large parts of the capital.
Today, I began consultations on urgent security and management steps to rectify the situation in the city, accelerate the implementation of Kyiv’s resilience plan, and ensure greater support for people. I spoke with representatives of the security sector, business, and local government – including Vasyl Maliuk, Ivan Fedorov, Ihor Terekhov, Kostiantyn Yefymenko, and Maksym Yefimov. There are substantial proposals, and I am grateful for them. I will hold further consultations – more meetings are already planned.
There must be readiness to work as quickly as possible, respond to every security challenge, and ensure that the decisions made are carried out. I am grateful to all communities and business leaders for their readiness to support the capital. Protecting energy facilities and critical infrastructure in Kyiv, carrying out tasks together with the Government and the military, understanding people’s needs, and making sensible changes to Kyiv’s governance procedures – we are preparing decisions on all of this. Glory to Ukraine!
The Russians continue their terror against our people, striking residential buildings and taking lives. This evening, Russia struck a high-rise apartment building in Kyiv with a “shahed” drone. As of now, two people have been reported killed. My condolences to their families and loved ones. Nine people have been injured. First responders have already extinguished the fire.
This is further proof that Russia must face greater pressure. They are the ones continuing the brutal strikes. They are the ones prolonging the war. Even now, in response to the American proposal – “shaheds.” We count on the United States to recognize these signals from Russia and act with strength. Strength is needed to force Russia to end this war.
@ZelenskyyUa
Russian losses have increased in recent months. In the Dobropillia area alone, the Russians are losing around 200 troops killed every day. They also have many badly wounded. We are stopping every enemy attempt to advance or infiltrate. Ukraine's frontline positions remain strong.
Our offer is honest and clear – we are ready to respect an energy ceasefire if Russia is ready to do the same – we agree if they agree. And we have already shown that we mean it.
Last night, Russian oil refineries were not burning. But at midnight, a Russian jet-powered “shahed” struck a gas-production facility in Ukraine. There was also a Russian strike on an ordinary gas station, involving several drones. And repair crews are still working to fix the damage from yesterday’s attacks.
So there were Russian violations of the energy ceasefire announced by President Trump. And all morning today, more and more Russian jet-powered “shaheds” have continued to enter our skies – over Kyiv and other Ukrainian cities.
For now, this is Putin’s answer to Trump – Russian attacks. But we are waiting. We are waiting for the details of the conversation between the Americans and the Russians. We are waiting to see what specific steps the Americans are ready to take.
From a speech at the Warsaw Security Forum. (2/3)
I just spoke with @MarkJCarney, @alexstubb, and @SecGenNATO Mark Rutte. We discussed the energy ceasefire announced by President Trump. Ukraine supports the ceasefire, and it is important that Russia support it as well. We are awaiting details from the American side. For our part, Ukraine always FULLY supports steps toward de-escalation, the protection of lives, and the decisions needed to end the war and guarantee lasting peace. Thank you!
I met with Estonian Defense Minister Martin Herem. In practically every meeting with partners, we discuss how to strengthen the protection of Ukraine’s skies. Estonia is actively helping us in this area, and we are grateful for every defense package and for its support for the PURL initiative, which enables us to obtain ballistic missile interceptors.
Today, we discussed possible new contributions and ways to secure additional funding for air defense procurement. The Drone Deal between our countries allows Ukraine to export its arms to Estonia. Estonia gains battle-tested weapons, and Ukraine gains additional funding for its defense. We agreed that our teams will move quickly to put together such an export package.
I am also grateful to Estonia for its steadfast support for Ukraine on our path to joining the EU.
Another strike on a Russian oil refinery in Omsk – one of the major refineries – as well as on the Ukhta oil refinery, 1,900 kilometers from Ukraine’s state border. The target in Ukhta was hit by An-196 RS drones, which can fly about 2,500 kilometers, while FP-6 drones (modified FP-1s) were used against the Omsk refinery the day before. We continue to respond to Russia’s attacks on Ukraine, and we’re doing so with high precision. Another data center was hit as well – our symmetrical response. An important display of accuracy by our warriors. Glory to Ukraine!
@ZelenskyyUa
Today, together with UK Foreign Secretary Ed Miliband, we paid tribute to those who were killed in the Russian missile strike on a residential building in Pryluky. The attack claimed 22 lives, including five children. Another 54 people were injured.
I spoke with those affected. We also received reports on the consequences of the attack. More than 100 residential buildings were damaged, as were educational institutions, kindergartens, shops, businesses, and the infrastructure that sustains normal life in the city.
We hear the people – there are issues with shelters and housing in the city. I instructed the head of the regional military administration to promptly help those who, unfortunately, have nowhere to go. And it is important that those affected ultimately receive new homes. Also, as soon as the security situation allows, residents of the destroyed building must be given access to their damaged apartments. The Head of the State Emergency Service of Ukraine must see to it.
I am grateful to Ed Miliband for coming today to support our people. When our partners are literally standing alongside Ukrainians, it truly matters. Thank you to everyone helping our people on the ground.
Ukraine’s just responses to all Russian strikes against our people. Over the past day, our warriors struck four targets that help Russia finance and wage its brutal war – two oil facilities and a training ground in the Perm, Samara, and Astrakhan regions. There was also a response in the Black Sea.
Today, as a birthday “gift” to Putin, the Russian army destroyed a residential building in Pryluky, in the Chernihiv region. It was an ordinary five-story apartment building. Tragically, as of now, five people have been reported killed and 26 injured, including five children. There may still be people under the rubble. First responders are working nonstop at the site – doing everything possible to find every person. Russian missile strikes also damaged five apartment buildings in Dnipro and four high-rise buildings in Kremenchuk. Tragically, two people were killed and eight injured. A high-rise building in Zaporizhzhia was damaged by a drone. In Kyiv, the Russians killed two people. Two more people were killed in Oleksandriya… My condolences to all the families and loved ones of those killed. Overall, infrastructure in Kyiv and 12 regions came under attack last night.
One of the key targets was our energy infrastructure. The Russians wanted to strike painfully and demonstratively. This was one of the most vile strikes: 70 missiles in total, many of them ballistic, as well as “shaheds.” Unfortunately, only some of them were shot down. Russian ballistic missiles remain the greatest challenge. And air defense packages for us right now are a vital necessity. That is why every day we are looking for missiles for Patriot systems that can and must actually protect people’s lives here, in Ukrainian skies. Thank you to everyone who is helping us.
From the first days of Russia’s full-scale invasion, the warriors of the Territorial Defense Forces stood up to defend Ukraine and protected our cities and communities from the enemy. We remember the contribution each and every one of you made to ensure that Ukraine withstood then. We thank everyone who continues fighting for this today together with all our Defense Forces of Ukraine.
The courage and strength of our people defend Ukraine and our independence every day across different sectors of the front. I thanked the warriors for their service and presented them with state awards. Glory to Ukraine!
I thank everyone who joined the Territorial Defense Forces and continues to defend Ukraine and our people. The Territorial Defense brigades have come a long way. New and strong units have already grown from their ranks, and today, together with all the Defense Forces, they are defending our country.
We remember 2022 and the courage of the many Ukrainians who chose to defend our independence. We honor the strength of everyone fighting today. We must do everything necessary for Ukraine to withstand, defend what is ours, and achieve the peace we need.
Congratulations on Ukraine’s Territorial Defense Day. Thank you, warriors – each and every one of you!
At the command post of the Third Army Corps, I met with the warriors carrying out Operation Vivaldi. It is a serious operation, important in many ways for our defense overall and for the Donbas in particular. Over its three seasons, Ukraine’s Defense Forces have thwarted Russia’s plans to break through to the rear of the Slovyansk-Kramatorsk urban agglomeration and stabilized the situation in this section of the front. Russia has lost more than 5,000 killed and wounded, and another 250 occupiers have been added to our exchange fund. Since the start of the offensive, Ukraine has regained control of a total of 176 square kilometers of territory. Today, we discussed plans for the fourth season of active operations.
I also spoke with the commanders of the units directly involved in the operation. We discussed their needs in detail, including artillery, as well as compensation. One particularly promising area now is replacing our warriors with ground robotic systems wherever possible. During Vivaldi, this capability allowed us to accomplish many things. We will scale it up so that, more and more often, a drone rather than a warrior carries out the most dangerous tasks at the front.
I presented the warriors with state awards. Thank you for defending Ukraine and for your service!
Today, the Russians launched a ballistic missile strike on Kyiv just as we were meeting with members of Congress and discussing the Lindsey Graham law and the need to strengthen sanctions. Russia will not end this war without pressure. As people were sleeping, flashes from explosions lit up the sky. Once again, the main targets of their strike were Kyiv and civilian infrastructure, residential buildings, a maternity hospital, energy infrastructure, and logistics. Two people have already been reported killed. My condolences to the family and loved ones. There are also people who have been injured. Emergency services are working – people are trapped in one of the buildings. The air raid threat persists in some regions of the country.
We discussed exactly how to protect against these threats with @RepBrianFitz, @RepMikeQuigley, @RepMarcyKaptur, @RepGolden, @RepJoeWilson, and @RepGregoryMeeks. Every such attack happens because the pressure on the aggressor has never become total, and Russia believes it can continue to bet on ballistic terror. Right now, the United States has an opportunity to respond strongly. We need ballistic missile interceptors to protect lives. Sanctions against Russia and those helping it make money must be implemented. I thank both parties for their readiness to help protect lives.
I thank our warriors for the results they achieve every day in carrying out Ukraine’s long-range sanctions. Over the past 24 hours, two oil refineries were hit – one in Bashkortostan and one in the Samara region. There were also strikes in the Black Sea. We are taking the war back to where it came from. We are bringing peace closer for Ukraine. I thank the units involved for their precision.
