Small districts get ghosted. Ticket queues. Min seats. “We’ll get back to you.” They don’t.
A CA superintendent’s vendor test: give them your cell. If they don’t call, they don’t care.
CA districts do whatever it takes for the kids.
They deserve a human, not a portal.

Districts run both on the same kid. The audit guides do not talk to each other.
It’s far more complicated than you think —
ASES wants 15 hours a week, doors open until 6 p.m., attendance scored January through December. Hit 75 percent of target every calendar year and 85 percent across two, or the grant steps down. Instructional aides can staff it.
ELO-P wants a nine-hour combined day and 30 nonschool days at nine hours. Ratios are 1:20 (1:10 if a TK or kindergartener is in the room).
About $5 BILLION, paid on unduplicated counts, not on who showed up. You can braid it with ASES.
That’s just running programs with two grant funds.
Then there’s getting the ADA back.
Saturday school: certificated teacher, a full minimum day, a course you also teach Monday through Friday. Charters cannot claim it. You cannot make up a suspension.
Short-term independent study: up to 15 days, a written agreement, a credentialed teacher judging the time value of the work. Not an after-hours program. Different binder, different audit.
Attendance recovery (new last year): 10 days per student, in person, certificated employee of the LEA. Only a teacher with a credentials count. Time accrues in whole hours and rounds down. Teacher attestation needed. You can spend ELO-P money on it if ELO-P and AR run concurrently, at the same site, operated by the district. Separate annual audit.
One absence can only be offset once.
Recover it on Saturday and it is dead for AR and independent study.
Five statutes, five staffing rules, five clocks. Most of it still lives in a spreadsheet between 3 and 6 p.m.

School-day ADA pays for who showed up.
ASES pays a fixed award, then checks the year’s total against 75% and 85% rules.
A roster target hides that.
The remaining-days number does not.
It’s 2026. Tomorrow’s target does not have to live in a cell someone pasted last night.
If an ASES site serves 90 kids on Monday, Tuesday’s job is not “get back to 110.”
It is whatever is left of the year’s student-days, divided by the days you still have.
110 was never the quota. It was yesterday’s average.
Most districts still run this on a sheet.
Yesterday’s headcount gets typed, copied, pasted into the file that is supposed to run the grant.The grant did not ask for yesterday’s number.
It asked whether October just made April harder.
