Not to mention, they would be incentivized to participate, as poor broadband quality is a painful reality for cloud providers to have to accommodate and build around. They want shoddy network infrastructure fixed asap!

We still attest the best method is to collect metrics from cloud service providers. They always will have real measured metrics, and can even highlight where bottlenecks are occurring throughout service delivery, all irrespective to carrier opinions of their own service quality.
