In 1980, Bonnie Lohman was taken from her home in Hawaii by her mother, Denise Lohman, during a custody dispute. Bonnie’s father, Rick Lohman, had legal custody at the time, and when Denise disappeared with the three‑year‑old, authorities classified the case as a parental kidnapping.

Over the next several years, Bonnie was moved between locations including Saipan and parts of the continental United States, living under assumed circumstances and cut off from her father. During this period, her photo was circulated as part of the growing “missing children on milk cartons” campaign, which began in the early 1980s as a grassroots effort to raise public awareness about long‑term missing child cases.

In 1986, when Bonnie was seven, she spotted her own face on a milk carton while shopping with her stepfather in a grocery store in Colorado. She didn’t fully understand the significance, but she recognized the photo and asked to keep the carton. Her stepfather allowed it only if she kept it hidden.

Eventually, neighbors saw the carton and recognized her, prompting them to contact authorities. This led to Bonnie being reunited with her father after three years of separation. Her case became one of the most widely cited examples of the milk‑carton program’s impact, illustrating how public visibility, combined with community awareness could break open even long‑stalled missing‑child investigations.

According to Polybius, governments follow a predictable cycle of rise, decay and replacement....

The cycle begins with monarchy, rule by a single virtuous leader. Over time, monarchy degenerates into tyranny when the ruler becomes corrupt and self serving. Tyranny is overthrown and replaced by aristocracy, rule by the virtuous few. Aristocracy eventually decays into oligarchy, when the ruling elite govern for their own benefit. Oligarchy is then replaced by democracy, rule by the people. Finally, democracy degenerates into ochlocracy, or mob rule, when public order collapses and decisions are driven by passion rather than law.

Out of chaos, a strong leader emerges, restoring monarchy, and the cycle begins again.
Polybius believed that Rome’s mixed constitution, combining elements of monarchy, aristocracy, and democracy, helped delay this cycle by balancing competing forces. Later thinkers such as Machiavelli were influenced by this idea.

Today, #IamAPHRC’s Challenging the Politics of Social Exclusion team in collaboration with Pema Kenya has concluded a one-and-a-half-day stakeholder engagement in Mombasa.

The engagement brought together health care providers, law enforcers, religious leaders and sexual and gender minorities community and allies from Eldoret, Kisumu, Mombasa and Nairobi.

This engagement presented an opportunity to share evidence from the Kenya studies on the lived experiences, political economy analysis and public perceptions of the sexual and gender minorities in Kenya allowing participants to gain an understanding of the evidence, and identify barriers and opportunities for collaboration in advancing advocacy efforts to gain access to health, legal and social services.
