Former Chief Justice David Maraga has independently released the full and unedited Police Reforms Taskforce report, doing so after President Ruto failed to publish it within a 7-day ultimatum.
Maraga dedicated the document to victims of police abductions and enforced disappearances.
The scathing report declares that the National Police Service remains captive to political interference and demands immediate, sweeping changes.
Key recommendations include restoring competitive recruitment for top police chiefs, repealing retrogressive laws, and removing senior officials who have passed their mandatory retirement age.
Maraga warned that delaying these reforms has already fueled historic levels of police brutality and national instability.

Former CJ David Maraga says police under President William Ruto have killed an average of 990 civilians every year, more than double the annual figures recorded under the Kibaki and Uhuru Kenyatta administrations.
According to Maraga, an average of 404 people were killed annually under Mwai Kibaki, compared with 415 under Uhuru Kenyatta.
The figures raise serious questions about the use of lethal force and the protection of civilians under the current administration.
HE. David Maraga: The police recruitment should be competitively, what they need to understand is that their loyalty should be to the country and the constitution.
Should the President persuade them to do something against the constitution, they should be able to stand up and say NO MR. President, we can’t do this.
