Because they KNEW what had triggered the violence, and was fueling & exacerbating it. And that was Alawite insurgents (at least 3k, according to the UN report, among others) that had launched over 40 coordinated ambushes & attacks across 4 provinces, most focused in Latakia & Tartus.
They KNEW that those insurgents had murdered Sunni civilians on the coast in the initial attacks. (UN report + others determined Alawite insurgents murdered over 200 civilians, mostly Sunni residents, but also a few Christians — and Alawite civilians who had attempted to go to the aid of wounded people laying in the street too!)
They KNEW that Alawite insurgents had beseiged & attacked (SIX) HOSPITALS & MEDICAL CLINICS, ambushed & executed HUNDREDS of men from GSS who were manning checkpoints.
(An Alawite survivor said, quote: "they killed all the good ones. the ones who'd been protecting us." And THOSE GSS MEN who the insurgents killed had been trained by, and come from, HTS! That fact contradicts your ignorant bigoted narrative about "jihadis" frm "Jolani" being responsible or a threat, you dumb motherfucker! Investigations have concluded it WAS NOT "Jolani's thugs" or "jihadi Islamists" that committed most of those crimes. It was Syrian civilians, and militants who'd come from factions that were once deemed "moderate rebels" in the FSA, and even some soldiers who'd served in Suhail Al-Hassan's 25th Division of Assad's "secular" SAA who had reconciled & had just re-enlisted in the new army. Over 300 men who committed crimes during that week have been arrested since then. All these details go against your whole anti-gov narrative.)
Alawite insurgents also attacked the Naval College & executed men stationed there. They attacked police departments, banks, the coastal security HQ, and EVERY checkpoint in those areas — and in doing so the insurgents created a security vaccuum that allowed anyone to move about through those provinces, unhindered...
And THAT resulted in massacres — most of which were carried out by locals from surrounding Sunni villages, & other provinces, which had experienced massacres & attacks, like the ones Charles described that happened 12yrs earlier in Baniyas & Bayda.
Survivors, victims families, and residents who'd been forced to flee their homes & had returned after Assad fell — saw an opportunity open that made it possible for them to finally take their revenge, and they took it.
Survivor testimonies corroborate this too. Its all in the full 66pg UN report, as well as the other HR reports published on those events by SMC, SNHR, HRW, & reputable independent researchers.
You'll also find that the villages & neighborhoods where 90% of the violence, killing, & crimes were committed — were the same locations where the initial insurgent attacks took place too. That explains why some places were hit so hard, while a lot of villages were left untouched.
