i’m a comelec staff. ONLY the EB chairpersons are allowed to tear the ballots apart. ang pulis, BAWAL NA BAWAL. at hindi ganyan ang proper way of tearing down expired/rejected ballots. it should also be stored in a folder na ibabalik sa comelec.
