This is a common fallacious inference.
People assume that any fair test should lead to results matching population percentages because they assume two things:
1. That different groups participate at their population rates;
2. That different groups all have the same ability levels.
But, regarding 1., we know that groups do not participate at their population rates. In the 2024-25 school year, for example, Black students were 23.79% of the 8th graders in NYC, but only 18.37% of the test-takers. Therefore, even with equal ability levels, we should already expect a smaller portion of them in the accepted student pool.
Further, regarding 2., we know that Blacks and Hispanics tend to be less intelligent than Whites, and Asians tend to be more intelligent. Thus, the distributions should not match the population distributions or, without serious selection, the test-taker distributions, when admission is gated by a test, as it is in this case.
The test used to bar entry is the SHSAT, and, if we go off of previous years, we know that, assuming equal variances and an SD of 15, Asians do about 1-point better than Whites on it, whereas Hispanics and Blacks do 15.5 and 17.5 points worse, respectively.
With these numbers and other groups assumed equal to Whites in performance (testable, provably wrong, but an immaterial way to speed up computation), each group's selection probability is 1 - \Phi(\frac{c-\mu_g}{15}), and if we calculate it out (like I have every year since 2023, with data going back to 2019), then the expected share of all offers going to Asians, Blacks, Hispanics, and Whites, respectively come out to 54.11%, 3.56%, 6.79%, and 26.49%.
The actual offer shares we see are 53.5%, 3%, 6.9%, and 25.9%, which means that they're very close to the predictions if you just recognize two things:
1. Differences in the rates at which different populations take the test;
2. Well-known ability differences observed across many different tests, the vast majority of which are known to be unbiased.
In truth, there is no controversy whatsoever unless you genuinely hold the prejudicial and discriminatory belief that certain groups deserve to have a certain share of the spots in schools irrespective of their demonstrated ability to earn those spots. And if that's something you believe, just bluntly tell us you like racial discrimination. That's better than playing games.
