Others do it to make it easier to gauge what their fuel to mileage ratio is.

However this is heavily reliant on the building being up to code and built with suitable materials, which the Grenfell tower sadly wasnt

With so many people trying to evacuate all at one time, it could pose risks of people getting trampled/crushed. It may make it harder/slower for people in the direct vicinty of the fire to be able to evacuate...
