Violent Brampton Carjacking Suspect Released On Bail Despite New Bill C-14 Bail Reforms
One of the men accused in a violent Brampton carjacking was released on bail just days after the federal government's new bail reform legislation came into force.
Bill C-14, officially known as the Bail and Sentencing Reform Act, received Royal Assent and became law on June 15. The legislation was introduced to strengthen Canada's bail system by expanding reverse-onus provisions for certain violent offences and repeat offenders, while making it more difficult for some accused persons to obtain bail.
Three days after the legislation became law, Peel Regional Police arrested 23-year-old Evan Nurse of Vaughan on June 18 during a targeted surveillance operation. The following day, June 19, Nurse appeared before the Ontario Court of Justice in Brampton, where he was released on bail according to court records.
Nurse and co-accused Shemar Sallaby, 23, of Brampton, are charged in connection with a violent carjacking that occurred at approximately 2:10 a.m. on Jan. 10 near Queen Street East and Goreway Drive in Brampton.
According to investigators, a man and woman were exiting their vehicle when they were approached by two masked suspects. Police allege the suspects assaulted the male victim before stealing the couple's vehicle and fleeing the scene.
Shemar Sallaby was arrested shortly after the incident, while the Evan Nurse remained outstanding until June 18, when investigators with the Central Robbery Bureau located and arrested Nurse.
Both men have been charged with robbery, disguise with intent, flight from a peace officer, dangerous operation of a motor vehicle, and two counts of possession of property obtained by crime.

A 21-year-old Muslim woman named Heba Momtaz Alazhari called police for “help” outside City Hall, then suddenly attacked an officer with a huge butcher knife. She charged fast and aggressively, swinging the blade while ignoring repeated commands to drop it. The officer dodged, backed up, and finally shot her dead in clear self-defense.
She brought a deadly weapon to a gunfight and paid the price. The video proves the cop had no choice — it was kill or be killed. No sympathy for anyone who tries to murder police officers in broad daylight. Justice was served instantly.
